Speakers and Biographies

Steve Cavoli is Executive Vice President, Head of Execution Services, US and Latin America. He joined Virtu in 2015 from Morgan Stanley where he had worked since 2004. Steve Cavoli graduated from the US Military Academy at West Point in 1992 and served nearly eight years as an infantry officer.

Joseph is the Founder & CEO of Dream exchange as well as a civil rights lawyer, securities lawyer, CPA, and former military officer. Joe Cecala has not only developed an expertise in securities compliance, corporate finance, and accounting, but he has also become a visionary leader, passionate about effecting positive, lasting change in society. He is in the process of creating the first minority-owned national stock exchange in U.S. history to bring the opportunity for economic prosperity in all communities.

Cromwell Coulson runs the OTC Markets Group, where about 12,000 over-the-counter securities trade. The job has made him a scholar of financial regulation, especially the deep-in-the-weeds SEC (and self-regulator FINRA) rules governing broker-dealers and secondary markets.

Mark Davies is Co-Founder and CEO of S3, a full-service compliance and trade analytics software company that serviced many of the world’s largest financial institutions and exchanges. Mr. Davies is responsible for the company’s overall business strategy, as well as the daily operations required to deliver an exceptional experience to S3’s valued clients.

Brandis DeSimone is a Vice President and Head of Americas Data Sales for Nasdaq. Brandis is responsible for leading a sales team focused on new business and client retention for over 500 clients across North America, Central America and South America.

Brandis has been with Nasdaq for over 10 years and has worked in various businesses throughout the organization, such as Listing Services and Corporate Solutions. Brandis was a founding member for both Nasdaq’s Women’s Network (2011) and Nasdaq’s Veteran’s Network (2016). Prior to Nasdaq, Brandis worked at SunGard Financial Systems and began her Wall Street career as an equity analyst at Merrill Lynch.

Ellen Greene is Managing Director, Equity and Options Market Structure at SIFMA. As staff advisor for both the Equity Markets & Trading Committee and the Listed Options Trading Committee, Ms. Greene drives SIFMA’s advocacy on behalf of members. Ms. Greene also leads SIFMA’s advocacy work on the Consolidated Audit Trail.

Jeanine Hightower-Sellitto is chief commercial and strategy officer at EDX Markets. She took on that role in October of 2022. She was formerly the chief executive officer of Atomyze LLC, the US arm of a global fintech platform. In that role she oversaw the launch of the company’s products in the US and guiding the Atomyze team and strategy.

Jim Hyde is a Senior Director of ICE – Head of Business Development for NYSE Options which includes the NYSE American (aka Amex) and Arca platforms. He currently serves on the STANY Board as 2nd President and on the STA Board with a focus on Options as Chairman of the STA Listed Options Committee.

Krista Lynch is a Vice President on Grayscale’s ETF team, focusing on Capital Markets. Krista works with Authorized Participants, ETF market makers, and digital asset liquidity providers to ensure healthy trading of Grayscale’s ETFs and to grow the ecosystem surrounding Grayscale’s products. Prior to joining Grayscale, Krista was a Vice President at BlackRock, where she led daily primary market trading for iShares fixed income ETFs.

Jessica McAndrews serves as the Chief Executive Officer of the Marine Raider Foundation, a 501 (c)(3) non-profit organization that provides support to active duty and medically retired Marine Forces Special Operations Command (MARSOC) Raiders and their families, WWII Marine Raiders, and to the families of Marine Raiders who have lost their lives in service to our Nation. Since 2012, the Foundation has met the needs that are unmet by the government with an emphasis on building personal and family resiliency and supporting the full reintegration of MARSOC personnel following wounds, injuries, and extended deployments.

Joseph Mecane is Head of Execution Services at Citadel Securities. In this role, he is responsible for the firm’s client-facing equity, options, FX, and ETF businesses. Mr. Mecane is involved with numerous industry organizations, currently serving as Chairman of the Nasdaq Quality of Markets Committee, and serving on the FINRA Board of Governors, the Nasdaq Exchange Board, and the Board of Trustees for the Museum of American Finance. He is also a member of the National Organization of Investment Professionals and the SIFMA Advisory Council.

Joel Oswald worked as a Legislative Assistant for Senator Michael B. Enzi covering a range of issues including financial services and foreign affairs. He then served as Professional Staff on the Senate Subcommittee on International Trade and Finance, Committee on Banking, Housing, and Urban Affairs, where he took a leading staff role in the effort to reauthorize the Export Administration Act (EAA).

Sapna Patel is the Head of Market Structure and Liquidity Strategy at Morgan Stanley for the Americas and is an Executive Director on the Morgan Stanley Electronic Trading desk.  Ms. Patel focuses on market structure issues, regulatory developments, order routing and liquidity strategies, as well as business development.
Michael Piwowar is the Executive Vice President of MI Finance at the Milken Institute. He is also a member of Georgetown University’s Psaros Center for Financial Markets and Policy advisory board and a Program Fellow at Columbia Law School’s Program in the Law and Economics and Capital Markets.

Elad Roisman is a member of the Corporate Governance and Board Advisory Practice and the Financial Institutions Group (FIG) Practice. Prior to joining Cravath, Mr. Roisman was a Commissioner and Acting Chairman of the U.S. Securities and Exchange Commission (SEC).

Larry Tabb is the founder and research chairman of TABB Group, the research and strategic advisory firm focused exclusively on capital markets. Mr. Tabb analyzes and quantifies the investing value chain, from the fiduciary, investment manager and broker, to the exchange and custodian, helping senior business leaders gain a truer understanding of financial markets issues.

Jim Toes has served as President and CEO of Security Traders Association (STA) since 2011. In this role, Jim maintains STA’s relationship with U.S. regulators and congressional policymakers. Prior to joining STA, Jim was a Managing Director at Bank of America Merrill Lynch for 18 years, where he held various management positions in equity trading, sales and clearing.
